The build-dependency and the runtime dependency on binutils are now:
binutils (>= 2.18~cvs20070812-1~),
However, the following binutils versions do not support readelf -p,
even though they satisfy the dependencies:
2.18~cvs20070812-1 (tested)
2.18-1 (judging from the source)
2.18.1~cvs20071027-1 (judging from the source)
2.18.1~cvs20071027-2 (judging from the source)
2.18.1~cvs20080103-4 (judging from the source & patches)
Indeed, the upstream binutils-2_18-branch still does not support
readelf -p. That code is in binutils-2_19-branch and later.
I think binutils 2.18.50.20080507-1 is the first Debian package
that supports readelf -p. I cannot verify that though, because
I have neither sources nor binaries for that version.
