The current pcmcia-cs in unstable tries to load the "ds"
kernel module, even if a monolithic kernel (no modules) is used. If the
module can not be loaded, the script exits with an error code.

The relevant line is in /etc/init.d/pcmcia:167:

# load_module ds || failed_to_load ds

A possible fix may be to change the module_is_loaded() function on line
55 to return true if the "ds" module is statically compiled into the
kernel.
