If the correct action is to keep the high severity (despite 99% of all users having no use for the package), the priority of some other packages might need to be adjusted as well. E.g. libbsd0 and ufsutils are required on kfreebsd-*. But I think it would be more sensible to downgrade the priority since that allows debootstrap to do the right thing on all architectures, even if it formally constitutes a policy violation.
