You can do this on the keypad with NumLock disabled. Keypad left/right/up/down will move the image 10 pixels in the respective direction, Keypad +/- zoom it.
This should suffice, but if there are devices which neither have a keypad nor a suitable replacement, feh could of course be changed to support Ctrl+Left etc., too.
