The header files define public methods which are not included in the compiled library. I believe that's an inconsistency and regression that should be fixed. It worked in earlier versions of the library and it works in newer versions of the library.
Upgrading the library may indeed not be the right solution for Debian stable. However, it might be feasible to apply the corresponding patches which were applied to the main samba tree?

Using backports is a solution, yes. However, I believe it's a regression and a bug which deserves to be solved in stable as well.
