thank you for the bugreport.
I uploaded the last version of ktechlab's package to mentors.debian.net

As far as I could test it (ldd ktechlab | grep kde), it is dynamically
linked with kde4's libs.

If this test happens to be sufficient, I would like to ask you to
sponsor this package, and the package 'gpsim' which has been orphaned
recently.
