This means that apt-listbugs is trying to connect directly to the BTS.
It seems that apt-listbugs is aware of your proxy setting in apt.conf,
but somehow goes on trying to establish a direct connection (bypassing
the proxy).

I think these timeout errors are caused by the very fact that
apt-listbugs tries to directly connect to the BTS, without passing
through your proxy.
I suppose this is forbidden on your network (probably by the firewall).

I think apt-listbugs is at fault here.
I'll try to pinpoint the bug and see if I am able to fix it.
