My main comment is that this problem is by no means specific to doc-central. It has been discussed extensively a while ago on -devel; I don't have any at hand reference, but search for the bug topic (which was filed against several packages back then) about 2 months ago. The bottom line is that the README.Debian of the package should be generic enough to let sysadms of other web servers figure out what to do. Beside that, there is nothing wrong in providing convenience, ready to include, Apache snippets (considering that it is the most popular web server ATM).
