The preinst test is there to prevent crm114 breakage (and contingent loss of your e-mail etc.) in case you upgrade from an older crm114 version with incompatible .css files.
Under normal circumstances a debconf dialog is displayed asking you whether you want to proceed with the upgrade or not. I guess your piuparts tests discard all the debconf interaction. If so, then it's probably not exactly failure of the crm114 package. I can see I've forgotten to add NEWS entry for this version, I'll fix it in the next upload.
