Since it seemed to be an aptitude bug, not texlive, I filed bug #565867
against aptitude. Daniel says there he's aware of the problem (it arose
from trying to make the resolver more conservative) and has an idea for
fixing it. It the meantime a workaround is to tweak the resolution
scoring system with
aptitude -o 'aptitude::problemresolver::remove-tier=10000
