I suspect what you are experiencing is that the SSH session has not yet timed out, so the SSH server has not reported the close of the SSH session. Can you confirm that? You can start ‘screen(1)’ with the ‘-d’ or ‘-D’ option, to request an existing session be detached first before attempting to attach; please read the manual page for exactly what they do.
