When using dpkg-reconfigure to reconfigure a nonexistent package,
it passes on the error message from dpkg --status:

| # dpkg-reconfigure x11-skb-utils
| Package `x11-skb-utils' is not installed and no info is available.
| Use dpkg --info (= dpkg-deb --info) to examine archive files,
| and dpkg --contents (= dpkg-deb --contents) to list their contents.
| /usr/sbin/dpkg-reconfigure: x11-skb-utils is not installed

The suggested commands are not likely to help, so a better error
message would be simply

dpkg-reconfigure: x11-skb-utils is not installed

though I would also be happy if it suggested a spell-checked version
like 'git format-pach' does.
