I think it's a good idea! The thing is fontspec will be common for LuaTeX and XeTeX... so it may seem unfair to put it in lualatex-modules, but I don't think it's big deal as long as fontspec is also in texlive-xetex (is it possible?).
The other option is that I will rebase the debian packages of TeX Live against one of the current svn revisions -- something I will do anyway now and then. What do you think? The question is primarly on how fast those modules change and we need to update them. If once in a while togehter with the rest of TL then we leave them in, otherwise we can think about factoring them out.
In fact it's hard to tell... these modules are quite stable, but surprises happen, like the incompatibility introduced by LuaTeX 0.44, and if these things happen, it's quite urgent to have an update. Same problem with luaotfload that has to deal with changes in the font system, etc. So I think if LuaTeX gets updated really often in Debian like it is now, it would be good to have this package lualatex-modules.
