Followup-For: Bug #260833

On sites that do not want to provide IMAP service (i.e., POP only) there
is no way for new mailboxes to be created.  Adding the autocreate patch to
cyrus21-pop3d or having a cyrus21-pop3d-auto package that includes the patch
would solve this problem.
