Using 'M-x debian-bug' from Emacs recently (last weeks or two) started including these lines at the beginning of the *mail* buffer:

It doesn't happen when reporting bugs against every package. For example, it works fine if I try to report a bug against 'reportbug' ("M-x debian-bug<CR>Preportbug<CR>") or against 'debian-el', but not if I try to report a bug against 'texlive-metapost' ("M-x debian-bug<CR>Ptexlive-metapost<CR><CR>missing /usr/bin/etex<CR>") [That's an actual 'texlive-metapost' bug, which I've just reported to the maintainer by regular email.] For completeness, here is the package information that debian-el gives for 'reportbug' and for 'debian-el'.
