The needlessly introduced patch system in the 2.~-1.1-1.1 NMU
only applies the patch when build is called, not when only build-arch
is called.
Even when build is called, it is called at the same time as the compile,
not necessarily before it. (Though given the slow speed of c++
compilers, that is hopefully a minor problem).
As the official buildds to my knowledge all call build, I'm downgrading
the severity to important.
