This is handled in the preinst of dummy or transitional package jabber. If you just have installed jabberd14 (or previously removed jabber), the old conffiles are not removed after upgrade from -3. In fact, I tried to locate the handling of the old conffiles in jabberd14 preinst but lintian gave some kind of error that I can not remember right now. So I decided to put the handling of that in jabber preinst since those files belonged to old jabber binary package anyway.
