I've run the commands you provided and have the packet installed and the mibs
downloaded automatically.
(PS: i had to manually install packet "smistrip" which is required by the
"/usr/bin/download-mibs" script)
Now, if i run:
snmpwalk -v 2c -c public 127.0.0.1 system
system: Unknown Object Identifier (Sub-id not found: (top) -> system)
Basically i get the same error.
Please hav a look at /etc/snmp/snmp.conf and remove the line "mibs :".
