More precisely it should predepend:
Setting up pootle (2.0.0-2) ...
sudo: can't stat /etc/sudoers: No such file or directory
sudo: no valid sudoers sources found, quitting
dpkg: error processing pootle (--configure):
subprocess installed post-installation script returned error exit status 1
Setting up sudo (1.7.2p1-1) ...
No /etc/sudoers found... creating one for you.
