Darcs does check for both the DARCS_PAGER and PAGER environment variables.
If neither are defined, it tries first "less", and then "more".  We could
certainly add pager to the list of programs to try, but is "pager" a
standard (apart from debian) name for the default PAGER? If it's a
debian-specific program, I'm not sure we'd want it as the default (when
user hasn't specified a prefered pager) for upstream darcs.  What if on
some other system "pager" is a window manager app for managing workspaces?
