The only difference here is chnaging the format to "3.0". In this
package there is no debian/patches directory, so perhaps dpkg(1)
should just skip the "quilt" thing and proceed as usual.
USE CASE
- PACKAGE needs local patches. Format 3.0
- Next upstream release has integrated all paches and debian/patches can be
removed. The 3.0 should still work, but just skip quilt phase.
