Sorry it's taken so long to update the status of this - it's been a while since I've been in a position to retest it.
It's still breaking on a fresh lenny build for me (debconf 1.5.24) - exactly the same symptoms. I wonder if #50595 and #294043 are related too. Looks like patches should still apply fine.
