The dsc in the tar.bz2 you attached has: 8d96de70d75b65d709e17bc64a17910ffe041244 10517 stterm_0.0+20091211.orig.tar.gz 89fea3b5248594c2bec2f8a4db745bcd6cd4aa32 7408 stterm_0.0+20091211-1.debian.tar.gz but the archive doesn't contain either of these files it only contains: stterm_0.0+20091211-1.diff.gz which is a 1.0 source format part. Please attach a full example of either 3.0 quilt or 1.0 source format that files your test. (Note however that 3.0 source format packages aren't supported at the moment #552771).
