Same here on my system. My SCSI hard drive (swap) exists and works:

...but:
rescan-scsi-bus.sh ; echo $?
Error: SCSI subsystem not active

Copy & paste fix for busy users:
# be root
# goto /tmp, fetch new upstream version
cd /tmp
wget http://www.garloff.de/kurt/linux/rescan-scsi-bus.sh-1.35
# correct permissions on new version
chmod --reference=/sbin/rescan-scsi-bus.sh /tmp/rescan-scsi-bus.sh-1.35
# replace old version
mv -f /tmp/rescan-scsi-bus.sh-1.35 /sbin/rescan-scsi-bus.sh
