Sorry, but no. The next upload of octave-pkg-dev will change the way
documentation by octave-forge packages is installed, so I will need an
even stricter versioned build-dependency. 

For an individual octave-forge package, an older version of
octave-pkg-dev might suffice. But sorry, I don't have the time to check
that for every single octave-forge package in Debian.

I might re-consider this bug in the future, so I'm not closing it. But
don't expect a fix anytime soon.
