I can confirm that alias svn='LD_PRELOAD=/usr/lib/libneon.so.27 svn' helps, as does recompiling the subversion package against libneon, as suggested by https://bugs.launchpad.net/ubuntu/+source/subversion/+bug/294648/comments/13 I'll be happy to provide any assistance that is required.
