When I open the ORPort via the ControlPort it is closed by some cron
script reloading tor. So the changes made to tor via the ControlPort are
not persistent, which is wrong.

I'd be using quotas if quotas would fit my purpose. With setting Quotas
I'd have to set a 500MB quota per day. On the other hand there are
"happy hours" where bandwidth is free and I can happily transfer
20GB/night not even touching my actual bandwidth quota, because "happy
hours" don't count.

The problem is that changes made to tor via ControlPort are
non-persistent during the lifetime of a tor process.
