This is not related to t1-cyrillic in any way. If you want you can submit a new bug report against xserver-xorg but I think this is not a bug. The X server warns the user that /usr/share/fonts/X11/cyrillic does not exist but if it existed (for example if you install xfonts-cyrillic) the X server would use this directory.
