Heh. Turf wars.
It is a violation of a MUST directive in policy, and you won't
be able to upload your package with this bug, but sure: as RM, you can
downgrade this.
Seems to me like the rc policy is seriously out of date, and no
longer in sync with ftp-master policies.
You seriously want to release Squeeze with non-essential
packages talking to users withtout using debconf?
