Got this from #Emacs on Freenode.  Calling emacs in the following way
fixes the problem:

 bash% export GDK_NATIVE_WINDOWS=1
 bash%  emacs &

Before doing that, the Lisp Interaction menu was empty and the Buffers
menu would not show
any open buffers, only a couple of buffers that opened up emacs
started.  With GDK_NATIVE_WINDOWS
enabled everything seems to be working fine as far as menus go.

Also scrolling up and down in a buffer using the scroll bar used to
select every thing that was being scrolled
even though the mouse was over the scroll bar.  This does not happen
with GDK_NATIVE_WINDOWS enabled.
