Max, I am not planning on packaging 1.3.x series as the main package until it stabilises. Right now it is still unstable even though it is quite a bit more advanced then 1.2.x. So, if you want to use it for the near future your best bet is my upstream repository. If you would like to install Scribus 1.3.0 from a Debian package you can use a repository that I maintain upstream. Please read the document at http://wiki.scribus.net/index.php/Scribus_on_Debian_GNU/Linux. It installs into the /usr/local hierarchy, so you can use it in parallel with the "scribus" 1.2.x package.
