The script /usr/share/initramfs-tools/hooks/bootsplash assigns
$SPLASH_BIN and tests for it's existance, but the invocation at the
end of the script is "splash [...]" rather than "$SPLASH_BIN [...]"
Here's a trivial patch for the issue:
