I've found a less intrusive workaround for Bug #546823 (compiling libcap-ng
without optimization on armel), so it should be possible to re-enable
capability reduction when that bug is closed; hopefully someone with more
toolchain (gcc?) knowledge can fix whatever the underlying bug is eventually.
I'll mark this bug as blocked by #546823 when I get the bug number back.
