I think we should minimize the potential breakage and only actually trigger udevadm, when the udev rules files actually change. I.e. on a fresh install only or with a version check when the udev rules file was changed. Or is udevadm trigger --subsystem-match=block --action=change so safe and quick that we don't need to care?
