The dh_usrlocal command creates a prerm script snippet that
removes /usr/local/lib and other subdirectories directly
under /usr/local, if they are empty when the package is removed. This
seems wrong to me. If I as sysadmin have created that directory (or am
happy with the base system installation creating it for me), I don't
want it removed even if it is empty. It might be empty only temporarily,
for example.

It it is, of course, fine to remove, say, /usr/local/lib/GNUstep and its
subdirectories, if the package created them.

I realize that it is a thorny issue to detect what stuff
under /usr/local was created by the sysadmin and what wasn't.
