I checked my install-info version again and I had an older version 4.12 locally installed, too, which caused the problems. This happened, since I am using texlive on debian, which is fairly outdated in unstable so that I use a manual installation of the latest texlive. But this contains an older version of install-info (4.12) instead of the actual version 4.13 in unstable.
By replacing the older install-info with 4.13, the upgrade of dc works perfectly now. So, I am sorry for the troubles and thanks again for checking. I guess, the bug can be closed.
