Ok, so how about this: have the "rm" symlink in /usr/bin be optional (through a debconf question) That way if you say yes, all users (human or not) automatically get the benefit of safe-rm (with the extra dependency on a working perl). If you say no, then either users should "alias rm='safe-rm'" in their local shell rc file or the admin can do it system-wide.
