This affects me too, and it happens whenever qemulator is started from a fresh install. No configuration files have been moved, changed or anything. This affects all Ubuntu versions from 8.04 onwards using version 0.5.3 and is being tracked in Launchpad at https://bugs.launchpad.net/ubuntu/+source/qemulator/+bug/132720 there are currently around 100 duplicate bug reports on this so it is definitely a reproducible issue.
