The proposed solution is not enough if you try to install Bugzilla in another URL than /bugzilla3, which is probably very common. For example I have created an alias for "/bugzilla" instead, but the links to the skin css files all point to "/bugzilla3". I have the correct urlbase in /etc/bugzilla3/params, so it should be able to create correct links.
