It is not a problem of ae vs lmodern vs cm, not even with default fonts it is working. It is a problem of envlab not even the simplest document works: \documentclass{letter} \usepackage[utf8x]{inputenc} \usepackage{envlab} \makelabels \begin{document} \startlabels \mlabel{Bla bla}{utf8: รถ} \end{document} This is also not fixed with TL2009, so it might be useful to forward that to the author of the envlabl package. Since the package was last touched around 1997 I would not expect too much, and better suggest using a different package for label making, or trying to fix it yourself, this is unfortunately out of our abilities.
