The current plan to migrate /sbin/init on Debian to upstart, ref <URL: https://wiki.ubuntu.com/FoundationsTeam/BootPerformance/DebianUbuntuSprint >, require insserv to understand symlinks from /etc/init.d/* to /lib/init/upstart-job, and instead of reading the dependency information from the content of the file, run the program to extract a generated header.
