The changelog says:
  * debian/control: make isc-dhcp-client depend on ifupdown that invokes
    /sbin/dhclient correctly

This seems wrong.  isc-dhcp-client does not actually require ifupdown,
so it should not have a dependency.  Conflicts or Breaks seem more
appropriate here.
