The definition for the amd64 flavour includes this recommendation: [amd64_image] configs: kernelarch-x86/config-arch-64 amd64/config amd64/config.amd64 desc-parts: xen recommends: libc6-i686 However, the amd64 architecture also has a flavour called amd64 and produces a package with the same name. The two definitions have to be merged to produce the control file entry, and at the moment there is no provision for generating architecture-qualified relations at this point - in fact, the recommendation would end up being applied to both i386 and amd64 architectures if i386 was processed first.
