I just compiled Inform source code like http://ifarchive.plover.net/if-archive/games/source/inform/freefall.inf using the bare Inform 6.31N compiler, since this game doesn't rely on the standard library. So maybe it would make sense to split the package into inform6-compiler (in free) and inform6-library (in non-free).
