Yes, I agree, and I suspect the check is too careful when deciding
that it is safe to convert.  But at this time in the process, it is
better to be safe than sorry. :)

One idea I have considered lately is to first check if insserv find
any problems, and only if it find problems (loops, duplicate provides,
etc), report left behind init.d scripts.  It might be safe enough, as
the generated boot sequence would still be consistent, and the only if
old and obsolete scripts create a problem, the migration will be
blocked.
