Yes, I can:

$ LC_ALL=C apt-cache policy gpr
gpr:
  Installed: (none)
  Candidate: 0.14deb1
  Version table:
     0.14deb1 0
        500 http://ftp.fi.debian.org testing/main Packages
        100 http://ftp.fi.debian.org unstable/main Packages

$ date --utc
su 30.8.2009 11.32.32 +0000

$ LC_ALL=C sudo apt-get build-dep gpr
Reading package lists... Done
Building dependency tree
Reading state information... Done
E: Build-dependencies for gpr could not be satisfied.
