With /var/run mounted as a tmpfs filesystem (untested with a regular filesystem), the directory /var/run/xl2tpd/ doesn't exist after a reboot and xl2tpd can't create its control pipe, so when starting xl2tpd we've got this in /var/log/daemon.log : xl2tpd[4363]: open_controlfd: Unable to open /var/run/xl2tpd/l2tp-control for reading.
