Package: ziproxy

Run ziproxy as user root is not good idea. We can 
add "--chuid ziproxy:ziproxy" to start-stop-daemon in
/etc/init.d/ziproxy to fix this.
Also we need to change permission on /etc/ziproxy and
/var/log/ziproxy files so unprivileged daemon can
read it.
