I may have to be more specific: the lc_messages setting that
failed to be transferred is an "ALTER DATABASE" change in
8.3. It doesn't have to do with the config file, I think.
BTW, I cannot reproduce the default_transaction_read_only
transfer failure - that seems to have transferred just fine
after all.

Just so. No special parameters:
pg_upgradecluster -v 8.4 8.3 main

Nothing that I am aware of. The only sort of non-standard
thing would be the database setting changes saved into the
database itself.
