I belive you are wrong here.  If all runlevels have stop symlinks, a
service is never stopped by /etc/init.d/rc because it is assumed to
have happened in the previous runlevel and thus switching to a new
runlevel will not affect the state of the service.  Did you run into
problems because of this?  Can you explain the details?
